Not the only ones. You're more likely to be fined if you're breaking corporate law, and more likely to die for breaking particular taboos... but not every contract outside of those things specifies an outcome, you know? If all a client needs is to have someone scared off, and they don't stipulate their death, a Fixer could get creative.
