If you're not sure, then it's safest to believe they're still out there. How many were there? And what do they look like?

Maybe you should bring it up with them. It's hard to get things done without a leader, especially with so many people to organize. And sometimes, somebody needs to step up and make the tough decisions, when everybody else can't come to an agreement.
