I don't have definitive evidence connecting this person to what's happening in the city now. However, there was a man in white who appeared when the moon fell.
It's possible they're related.

I watched the moon drop from the sky and destroy the city. People took advantage of it, so we were trying to assist with the damages and the civilians.
