Not really sure where the orders come from or if it's one person or a bunch. We did get a big headache trying to get answers before because everyone kept pointing in a different direction.
We were asking the law enforcement and anyone up top. It was when it was decided that Michan would be executed. No one knew who gave those orders, but that they came from some where up top and there was no changing them. The Mayor didn't was clueless that there were even orders in the first place.
